In a way, the 2014 Inland congressional races are about what happened two years ago.
Democrats gained ground in 2012 by capturing an open seat and ousting a veteran Republican incumbent. Those first-term Democrats are now running for re-election in a test of how much the Inland Empire is changing politically.
