The Fontana and Rialto city councils scrambled on Tuesday night to approve measures paving the way for a Feb. 1 deadline for the dissolution of their redevelopment agencies.

Meanwhile, because of the complexity of what needs to be accomplished in a short time frame, two bond-rating agencies have taken negative actions toward billions of dollars in California bonds secured by redevelopment tax increment revenue.

While the mailers target challenger Janice Rutherford, a Fontana council woman, her opponent, incumbent Paul Biane, has denied any connection to the group responsible and denounced the message of one of the mailers as “a despicable and cynical example of class war fare.”

Just five city managers in California — and only one in the Inland area — earned more than Temecula City Manager Shawn Nelson in 2009, according to a survey.

Nelson, 51, earned $336,288 last year, an amount that includes his base salary, deferred compensation and other payouts, according to the survey released last month by the League of California Cities, an advocacy group for cities and towns. Nelson’s base pay is $291,571 a year, according to Temecula.

Trying to carefully choose a location that will be among the first to see a home-buying revival, the Lewis Group of Cos. has acquired more than 76 acres in north Fontana from an affiliate of Wells Fargo Bank for single-family home development.

Upland-based Lewis closed escrow Sept. 3 on land that was previously being planned for development by the Empire Cos., which went bankrupt. The purchase price was undisclosed.

Brown, also the Democratic candidate for governor in November’s election, said last week he would start a statewide investigation of local governments that pay employees in excess of $300,000.

FONTANA – Eminent domain and the planned Citrus Avenue interchange project are on tap for discussion at tonight’s City Council meeting.

Officials will talk about the need to acquire property near the 10 Freeway, where the city wants to replace the four-lane Citrus Avenue bridge with a $57.5 million freeway interchange.

InlandPolitics: County employees endorse Biane

San Bernardino County’s largest employee association has announced its endorsement of Second District Supervisor Paul Biane this morning.

The San Bernardino Public Employees Association (SBPEA) has voted to put its support with Biane, who is running for a third term as county supervisor.

A large political boost to say the least.

FONTANA – The mayoral race is set.

Councilwoman Acquanetta Warren is among six candidates running for the seat that will be open when Mayor Frank Scialdone’s stint ends.

According to the City Clerk’s Office, the other candidates are: Melissa Brown, Bobbi Jo Chavarria, Keith McCarter, Chuck Andrzejczyk and Vincent Daniel.

FONTANA – While it may not have been the official announcement, a news conference on Monday in Chicago confirmed the future for Auto Club Speedway.

NASCAR soon is expected to release the entire 2011 Sprint Cup schedule, perhaps as early as today, but some of the specifics released Monday announced Chicagoland Speedway would host the first Chase race in 2011.

Campaign finance records show Rutherford with a few hundred dollars on hand or pretty much broke, while Biane retained just under $90,000 cash-on-hand.

Even before state Controller John Chiang announced he’ll post city and county officials’ pay online beginning in November, two Inland cities already had decided to go public with official pay and perks.

Fontana posted top officials’ and council members’ compensation last week, shortly after Councilwoman Janice Rutherford suggested it and the rest of the council agreed.
