In general, city managers top the pay scale among city employees, and a report released this week by outgoing state Controller John Chiang indicates that the top brass in and around the Victor Valley and Barstow regions are not an exception to this trend.

On Nov. 6, Republican Paul Chabot lost his bid for the 31st Congressional District, ending up 3,460 votes behind Democrat Pete Aguilar, out of nearly 100,000 votes cast. But it didn’t have to be that way, Chabot writes in a report posted Monday afternoon on his website: Financial support from the national Republican Party could have made all the difference.
