County policy discourages it, and many urban police departments ban it, but the San Bernardino County sheriff defends the action when others’ lives are in danger.

Shooting at a suspect from a helicopter, as a San Bernardino County sheriff’s sharpshooter did Friday during a wrong-way chase on I-215 north of San Bernardino, presents such great risks to the public that it should be attempted only as a “last resort” when people’s lives are threatened, an expert said Monday.
