SAN BERNARDINO >> Mayoral candidate Concepcion Powell is being taken off the ballot because she didn’t pay her filing fee nor the amount she owed for her candidate’s ballot statement, according to City Clerk Gigi Hanna.

An Upland law firm that grew in the past 16 years to be one of the biggest in Southern California representing police unions is dissolving amid allegations of fraudulent billing practices, officials said.
