The city of Riverside was correct in arguing that loans from the city to its former redevelopment agency were legitimate and should be repaid, according to a recent court ruling. The state Department of Finance, which objected to the loans, plans to appeal.

Riverside should be fully repaid for $18.5 million in loans it made to the city’s former redevelopment agency, according to a court ruling on the city’s suit against the state Department of Finance.
