SAN BERNARDINO – It seems that no one wants to administer the attempts to recall nearly all of the city’s elected officials.
The dais was nearly empty Monday night as the city council asked the county registrar of voters to handle any further questions related to the recall efforts.
One recall attempt is aimed at all seven council members, Mayor Pat Morris and City Attorney James F. Penman, and a separate recall effort targets City Clerk Gigi Hanna.
That leaves only one elected official – Treasurer David Kennedy, who doesn’t attend City Council meetings – without a conflict of interest in regard to the recall drives.
But someone had to make the decision.
So after Morris, Penman and Hanna left, City Manager Allen Parker gave drinking straws to the seven council members, and the four who drew a short straw – Virginia Marquez, John Valdivia, Fred Shorett and Rikke Van Johnson – were tasked with working with Tom Clark, a contract attorney from the firm that handles the city’s bankruptcy.
Valdivia said he couldn’t do it if it required more time away from work, Shorett asked if someone could decline, and Marquez asked about an alternate if at a future meeting she is unavailable.
