SAN BERNARDINO – It’s either another nail in the coffin or the first step to fixing the city.

Those are the conflicting viewpoints City Council members expressed Friday after City Manager Charles McNeely resigned Thursday with a torrent of criticism for what he called a politically dysfunctional city unwilling to change.

Public Works Director Nadeem Majaj and James Graham, assistant to the city manager, also resigned Thursday.

SAN BERNARDINO – City Manager Charles McNeely and two other top city officials announced their resignations Thursday.

PE: Moreno Valley scraps city manager search — but some on panel cry foul

Moreno Valley scrapped its six-month hunt for a city manager after Interim City Manager William Bopf announced that he wanted to be considered for the job and would work cheaper than most of the candidates he already had helped screen.

The Aug. 24 vote to terminate the search frustrated two councilmen and several members of the search committee who have questioned Bopf’s motives, timing and ethics.

A coalition of Riverside community groups on Monday asked the City Council to “return integrity to the city of Riverside” by firing the city manager and called for investigations of possible malfeasance and civil rights violations by city officials.

Members of the Community Coalition, which includes the grassroots Eastside Think Tank and Riverside Coalition for Police Accountability, had discussions with the mayor and council members in July. The meetings resulted in three recommendations that they made public on Monday.

Four Riverside City Council members and three top city executives drove cars with untraceable police license plates in violation of state law, according to records released recently.

City officials had acknowledged that City Manager Brad Hudson, Assistant City Managers Tom DeSantis and Michael Beck, and Ward 7 Councilman Steve Adams had untraceable “cold plates” during 2007 and 2008. That information came to light in depositions in a now-settled lawsuit two police officers filed against the city.
