RANCHO CUCAMONGA – Rep. Gary Miller has withdrawn his Carrari Ranch housing development from the planning process.

Miller, R-Brea, “didn’t want the project to become a lightning rod in a political campaign at this time,” said Jan Dabney, a civil manager for Claremont-based J C Dabney & Associates. “We are rethinking what the project should look like.”

Rep. Gary Miller and his financial backers spent almost $100 for every vote the Republican lawmaker collected on his way to a first-place showing in last week’s primary election in California’s 31st Congressional District.

The contest for the San Bernardino-area seat continues to reverberate around the country. Democrats who hoped to snag the seat on their way to retaking the House majority were shut out of the race entirely, as Miller and state Sen. Bob Dutton claimed the top two spots in the primary.

There have been many explanations for Democrats’ CD-31 fiasco and the fact that the party won’t have a November candidate in what had been a prime pickup opportunity.

High on the list, though, has to be turnout.

Turnout was terrible in parts of the San Bernardino County district where Democratic registration is highest, based on a review of unofficial precinct results from last week. It also was bad in the more Latino parts of the district, where the party has focused on trying to sign up voters.

House Republicans got a big break under California’s new primary system Tuesday, after Democrats failed to get a candidate into the general election for Rep. Gary Miller’s (R-Calif.) swing district.

Miller himself still faces a tough race against GOP state Sen. Bob Dutton, but the quirks of the new “top-two” system mean Democrats now have no chance at the district, which had been rated as a toss-up by some handicappers.

WASHINGTON — Candidates for Inland Southern California’s newly reshaped congressional districts filed their final fundraising reports before the June 5 primary, shedding new light on the region’s contested House races.

Riverside County Supervisor John Tavaglione topped all area candidates, collecting more than $177,000 between April 1 and May 16, Federal Election Commission reports show. Tavaglione, a Republican, jumped ahead of his chief rival, Democrat Mark Takano, for the election cycle. Tavaglione has now raised just under $600,000 in his bid for the 41st Congressional District, which includes Riverside, Moreno Valley, Perris and Jurupa Valley.

It’s challenging enough to knock off an entrenched member of Congress in a primary contest. But state Sen. Bob Dutton, R-Rancho Cucamonga, probably didn’t count on the fact that he would also be picking a fight with nearly a million Realtors.

Dutton is running against a fellow Republican, Rep. Gary Miller, a 14-year incumbent, and four Democrats in the newly redrawn 31st Congressional District in the June 5 primary. If no one receives a majority of votes, the top two finishers – no matter what party – will face off in November.

A high-stakes showdown with national implications is brewing in the San Bernardino Valley, where six candidates are vying to represent California’s newly drawn 31st Congressional District.

No House race in the country on the regular 2012 election schedule has attracted more outside spending than the 31st, which stretches from Redlands to Rancho Cucamonga and includes San Bernardino, Loma Linda, Grand Terrace, Colton and parts of Fontana and Rialto. Special interests have pumped more than $900,000 into the race.

Fueled by new political boundaries and court rulings, campaign committees representing special interests have revved up spending this election cycle, and much of that largesse is focused on Inland Southern California candidates.

Independent expenditures committees, known nationally as super-PACs, have been a fixture of legislative and statewide elections in California since 2001. The Supreme Court’s 2010 Citizens United decision brought the same type of unlimited spending to federal contests, from president to Congress.
