The race for the 31st District got more interesting this week with state Sen. Bob Dutton officially tossing his hat in the ring.

Dutton, R-Rancho Cucamonga, will face a field of contenders that includes Rep. Gary Miller, R-Diamond Bar; Renea Wickman, the cofounder of a nonprofit aimed at helping juvenile offenders readjust to society; Justin Kim, an attorney from Loma Linda; and Redlands Mayor Pete Aguilar.

When members of California’s Citizens Redistricting Commission compiled the state’s new political maps, they did so in hopes of ending gerrymandering.

An early look at Assembly races in this region seem to indicate they have succeeded in creating a more competitive atmosphere. The commission released the new maps in July.

Holding particular interest for Republicans are the rankings put out by Howard Jarvis Taxpayers Association. The organization, named after the force behind 1978’s tax-limiting Prop. 13, has a lot of influence in GOP circles, particularly at election time.

I am reluctant to join the chorus of scolds who chide Republicans for opposing Gov. Jerry Brown’s proposal to put a tax-increase extension on a special election ballot in June.

But I will join the chorus, though first I must point out that GOP Assembly members and senators didn’t spend California to the brink of ruin. The Democrats and nominally Republican former Gov. Arnold Schwarzenegger share that honor.

The Legislature’s lawyers have told Republicans that Democrats could put taxes on the ballot with a majority vote under narrow circumstances.

The opinion, sought by Senate Republican Leader Bob Dutton, does not specifically address Gov. Jerry Brown’s proposal to extend higher income, sales and vehicle taxes for five years at a June election to help solve a $26.6 billion deficit.

In detailing his budget plan this morning, Gov. Jerry Brown said he is shooting for a two-thirds vote to put a proposal to extend higher tax rates set to expire on the ballot in a June statewide election.

That feat would require the votes of at least a handful of Republican lawmakers in each house, a scenario GOP legislative leaders shot down as unlikely at best shortly after the official unveiling of Brown’s plan.

Gov. Jerry Brown has made it clear that the state budget he will propose today will include “painful” spending cuts.

But as local lawmakers wait to see Brown’s proposal, they seem to have few ideas – and fewer new ideas – for what those cuts should be. While some lawmakers have proposed novel ways of saving money or said they would support previously suggested cuts and money-saving reforms, others say they have a hard time identifying any cuts they’d like to make.
