San Bernardino County’s child welfare system is rife with systemic failures, including shoddy documentation practices, a communication breakdown between social workers and law enforcement that thwarts child abuse investigations, and a reluctance by social workers to remove children from abusive homes, according to grand jury findings.

APPLE VALLEY — The Town Council unanimously approved a 2016-17 budget — for the fiscal year that began Friday — and it comes with a nearly 22-percent drop in available funds compared to last year.

  • The Legislature could add more initiatives after summer recess
  • Advocates have until later this month to turn in ballot arguments

The 17 ballot measures set to go before voters Nov. 8 will number 51 through 67, the secretary of state’s office announced Friday, the day after the qualification deadline.

No Guns

Gov. Jerry Brown on Friday signed six gun-control bills into law, including a requirement that ammunition purchasers undergo background checks. The governor vetoed five other measures, including an expansion of the use of restraining orders to take guns from people deemed to be dangerous.
