SAN BERNARDINO >> Two seats on the City Council — enough to swing the balance of a city government that’s recently made controversial decisions and is slated to make others — are up for grabs Tuesday.
In November’s election, no candidate got more than 50 percent of the vote in the race for the 6th Ward or 7th Ward. That means the top two vote-getters in those races advanced to Tuesday’s runoff.
In the 6th Ward, where Councilman Rikke Van Johnson is retiring after 13 years representing the Westside, that pits Bessine Littlefield Richard against Roxanne Williams.
