UPLAND >> For the second time in three years, the City Council will not pass its budget on time. The delay comes as city leaders have questions remaining about the proposed staffing additions.

On June 22, the council unanimously approved a resolution to continue funding at 2014-15 fiscal year levels until staff prepares the final budget for the fiscal year 2014-15 in July. The fiscal year ends on Tuesday.

“We are requesting that the council authorize a continuing resolution so that we can continue to pay the bills, and we will continue to use the existing budget for that purpose,” said Stephanie Mendenhall , the city’s administrative services director, during the June 22 meeting.

The $43 million proposed budget has a $542,000 surplus, but at a special council June 15, the council asked city staff to provide further clarification on why several part- and full-time citywide positions need to be filled. The item was sent back to the subcommittee on finances.
