For about four decades political analysts have seen declining local and national voter turnout at the polls, further supported by certified numbers expected Tuesday showing possibly the lowest voter turnout in San Bernardino County history for a general election.

Leondra Kruger

Leondra R. Kruger, 38, who became a rising legal star and top Obama administration lawyer, was appointed Monday to the California Supreme Court by Gov. Jerry Brown. She will be the seven-member court’s third Democratic appointee. (California governor’s office)
