SAN BERNARDINO >> James F. Penman spent 26 years as city attorney, then 26 days in retirement.
On Thursday, less than a month after Penman was recalled, the law firm of Milligan, Beswick, Levine & Knox announced he was joining the practice less than two blocks from City Hall.
And in some ways, the job won’t be that different, Penman said.
“The type of law will be very similar to what I did as city attorney,” he said. “Mostly civil law — everything from civil litigation, transactional law, employment law. Something we did somewhat surprisingly in the city — perhaps not, given the city — is immigration. I intend to get into that field.”
One issue resurrected in the campaign to recall Penman this year was a letter he wrote in 2000, offering an immigrant who said he was treated better in Mexico “the option of continuing to receive (city) assistance or accepting our offer to arrange and pay for transportation for you and your family, one way, to Mexico.”

Regardless of what he does, we can all breath a sigh of relief that he no longer is the cock blocker of the City of San Bernardino.

Good, you’re handy, City Hall will no doubt need your advise and/or direction.
