SAN BERNARDINO — Enough signatures to force a recall election of three City Council members and City Attorney James F. Penman were turned in to the City Clerk’s Office on Wednesday, but not to recall a fourth councilman or any of those already up for election in November.

A federal judge announced on Wednesday, July 31, that she plans to appoint a mediator in the San Bernardino bankruptcy case, which would allow the city to begin discussions with its creditors on a plan to settle its debts.
