Four Fontana Unified School District Police Department employees claim they were raped or sexually assaulted by an officer with a history of sexual misconduct, according to lawsuits filed in San Bernardino Superior Court.
In the lawsuits, the plaintiffs say they were reluctant to report the alleged sexual assaults, which occurred throughout 2010 and 2011, to their supervisor, fearing retaliation and termination. One of the victims said her predicament was compounded by the fact she was dating a police officer for the school district who was friends with the man accused of sexually assaulting the women “” John Frank Garcia, 43, of Riverside.
Over the past 10 years, Garcia has left three Inland Empire law enforcement agencies – the Fontana Unified School District Police Department and the Fontana and Riverside police departments – due to allegations of sexual misconduct, according to law enforcement officials and the lawsuits, which were filed between June 2012 and February.
Garcia is described in the lawsuits as a “serial sexual predator who used his position as a police officer to prey upon females who worked alone at night.” His modus operandi was always the same: He would corner women, fondle and grope them, place their hands on his crotch and force himself on them in an effort to break their will, according to the lawsuits.
One woman alleges in her lawsuit that Garcia raped her on three separate occasions in the school district dispatch office between November 2010 and April 2011.
A second woman claimed in her lawsuit that Garcia made sexist remarks to her, calling her names such as “pudding pop” and making advances even though both she and Garcia were married.
