SAN BERNARDINO — If the City Council thought it took care of the conflict of interest inherent in having officials targeted by a recall campaign handle that same recall by asking the county to take over, it might not be so simple.
The county chief executive officer and top lawyer have both advised against assuming that responsibility, so it probably won’t even be put on the board of supervisor’s agenda for a vote, said county spokesman David Wert.
“Things are very contentious over there,” Wert said. “If the county were to assume responsibility of this process, regardless of what decision it came to, there would be one faction or another that would accuse the county of some form of bias. ”
It’s not that the county doesn’t want to help, he said, but the fact that two supervisors represent parts of San Bernardino – the county seat – means there still would be conflicts, he said.

On the theory, perhaps, that it takes one to run one, the bankrupt city of San Bernardino, Calif., has hired as its new manager a man who twice has declared personal bankruptcy.
Court records also show that Parker and his wife, as a condition of discharging their debts, were required to take a course in personal financial management.
Parker declined to talk to ABC News but in an interview with the Press-Enterprise newspaper, says he made no secret of these facts and disclosed them at the time he was being interviewed for the city manager’s job.
…That record, Mayor Morris told the Press-Enterprise, showed Parker to be a man who had repeatedly proved himself.
Mayor Morris, Parker and the city council declined a request by ABC News for further comment.
Parker, interviewed last week by the Press-Enterprise, said he considered the issue of his own bankruptcies and the city’s to be “apples and oranges.”

Officials knew that experienced city manager owed $620,000 and lost his house in February 2011.
According to the 2011 bankruptcy filing, the Parkers’ debts included two home mortgages totaling $267,500, and bank and credit card debt of $137,252.
