Former San Bernardino International Airport Developer Scot Spencer, 48, was arrested in Boca Raton, Florida on Sunday.
Spencer, who is at the center of an investigation into financial activities at the former Norton Air Force Base, was booked into the Palm Beach County Main Detention Center yesterday as an out-of-state fugitive.
The charge is conspiracy to commit grand theft.
A second man, Felice Luciano, is also charged.
The authority, along with the Inland Valley Development Agency, funneled upwards of $200 million into projects of Spencer and others. Projects that have had, to date, little or no economic benefit to the idle airport and surrounding project area.

Let us see if DA Mikey can earn his keep and put the squeeze on Mr. Spencer to tell us all how his former bosses on the SBIAA/ IVDA Boards, and specifically the Hansburgerler, VIP Josie and Mayor Pat, all had a hand in squandering the $200M in taxpayer money, that he used to build a boondoggle passenger terminal on the wrong side of the airport.
