The man whose vision reshaped downtown San Bernardino with a new mall and City Hall in the late 1960s and early ’70s has died.

Warner Hodgdon, who headed the city’s redevelopment agency from 1967 to 1975, died Wednesday, March 20, after several weeks of declining health, his family said. He was 80.
