Another embarrassing incident for the San Bernardino County Sheriff’s Department.
Another Deputy alleged to have had sex with a inmate. This time at the Glen Helen Rehabilitation Center in Devore. The incident follows a similar event made public just a week or so before.
Combine this developing news, with a series of Deputy-Explorer sex scandals from the past two years, and it just doesn’t look too good at this point.
Discipline and organizational attitudes flow from the top down and something has to change.
Newly-appointed Sheriff-Coroner John McMahon has two important tasks he must face if he’s to be successful.
Those tasks being; re-establish discipline in the ranks; and keeping District Attorney Michael Ramos at bay from sinking his claws into him.
I’ve done some checking recently and it looks as if McMahon still has pretty much no significant baggage. He’s a family man without any known predisposition for womanizing, and an essentially good reputation and record.
McMahon needs to step-up and deal with discipline lapses and make it clear that those who seriously screw up will be dealt with. Otherwise favors and deals come into play. In my opinion his two predecessors, Gary Penrod and Rod Hoops, focused more on covering-up mainly for the purpose of avoiding bad press and embarrassment to the agency.
It’s no secret both men were compromised, and it cost them dearly.
Penrod exited with two years left in his last term, while Hoops departed two years into his first term, in office.
Deal making on illegal conduct unfortunately involves the local DA. And, in Ramos, both sheriff’s found someone willing to play give and take.
A form of give and take likely held over their heads.
Ramos likes to use the phrase “being on the team”. Sources say Ramos is working hard to bring McMahon on the team.
The recent example of give and take is what is commonly known as the P.O.S.T. scandal involving the falsification of training records for either increased compensation or the avoidance of state mandated certification training. Seven current and former department members were served-up and recklessly indicted out of the incident. One defendant, Retired Captain Bill Maddox, who didn’t commit any crime, has already been dismissed. A second defendant dismissal is likely, due to insufficient evidence. Dozens of other violators were handled administratively. Sources say, as a part of a deal, the statute of limitations was allowed to lapse on all other criminal violators.
Sources say Maddox has been weighing a lawsuit, but is hesitant because his kid works for the department.
For McMahon, this type of deal-cutting can’t happen. He should privately ask his two predecessors how they feel about their poor decisions and dark dealings with Ramos and he’ll likely get an interesting answer.
That is, if he hasn’t already.
This is a interesting article. Significant dirt on McMahon until the last year or so has been just like the article says. NONE exsistant.
But not long ago we had the Idaho plates on McMahons personal truck that popped up, since then the ball has rolled downhill for McMahon. The Idaho plates on it’s FACE was pure fraud.
Oh he took them off, but not before folks raised hell.
Recent events in the civil service arena with TRANSCRIPTS in the hands of the finger pointers already suggest McMahon is NOT going down any other path than Hoops or Penrod.
McMahon is simply going down the same path with a little different STYLE. A better handshake and nicer suit is all the difference so far.
McMahon is looking SQUARE in the face of one of the largest and most scandal ridding lawsuits in Federal court in the last 20 years.
McMahons fingerprints are ALL over the case. John McMahons fingerprints are all over the cases involving at least two Deputy Sheriff’s who were acquitted in recent criminal cases.
The pending civil case is laced with more perjury,fabrication of evidence,records I have ever seen, much like one of the criminal cases involving at least one deputy thus far.
We even have allegations and some serious evidence suggesting Sheriff’s Intelligence HACKED the private cell phones of 3 employees WITHOUT a court order or subpoena in one of those explorer sex scandals looking for evidence.
So if you don’t mind the Sheriff violating Federal or State laws while he conducts investigations, OKAY!!
Oh McMahon will throw those rank and file under the bus, so far NO ONE of his upper level supervisors has been SMACKED for the more serious violations, that go WAY above what you read in the papers.
But he has promoted those who lie and cheat.
NOPE nothing great going on with McMahon, just that he didn’t have BAGGAGE coming on board like others did.
But he is QUICKLY collecting it, at a higher rate of speed than those before him.
Did I tell you there is a NEW law firm in town who AIN’T playing the same old songs?
I predict John McMahon will be playing the part of Jack Nicholson from a “few good men” at some immediate time in the future.

And both men have already counseled McMahon very quietly and carefully over the years, watch your backs, McMahon has no problem using a knife to the back, he learned it from the best. In reality, with his innocent looking face and all, McMahon is no different and not to be trusted, he always looked up to Penrod and Hoops, and yearned to one day inherit their powerful position- he has! McMahon, unfortunately, is too weak and will not do anything “different” than they have done- good or bad. I hope I am proven wrong!

Administrator, I liked this site, and I liked you as SEBA’s President(I was the one in my home reading the SEBA newsletter, my husband who was a new Deputy at the time didn’t like to read it, and I remember how much pay went up when you were voted in). But, you lost me at this article. How can McMahon establish discipline in the ranks if the executive staff is busy screwing over their own rank and file?? How does one establish discipline when everyone knows the Brass would throw them under the bus in a hot second if it suited their political agenda? Seriously. There is a lot missing in your analysis. Also, D.A. Ramos covers for the Sheriff, Buzz and Woody, remember?? I don’t think either calls the shots, don’t they have the same puppet master?? Ramos underestimated Erwin’s ability to crawl out of the black hole he “personally created and hand crafted” in order to finish him off.
It’s also well known that Hoops and Penrod conspired and assisted in digging that ditch.
But something has happened, and it’s making Mike Ramos, Hoops, Penrod, and McMahon very nervous and fearful!
It seems their little scheme to finish Erwin off failed; Erwin did not lay down and die- with all their dark secrets- as they had counted on.

Derry and Erwin are two totally separate issues.
Derry did not prevail, but Erwin’s political influence did not rest on Derry alone, that is even silly to say!
Much respect and credit goes to Derry for not cowering to James Ramos’ millions, and Mike Ramos’ criminal abuse of power.
Derry maned up, put his money where his mouth was, and gave Ramos the kind of beating one does not ever completely heal from; it will haunt Ramos throughout.
We all knew the odds were on Ramos, that’s how District Attorney Mike Ramos had it set up; it’s criminal, and old news now. But there was a reason for all this, and after Ramos serves his purpose as BOS, he will then be disposed of and will not win another election again, millions or not. In the meantime, we’ll have to take a pill for the nausea Ramos brings on by his very empty presence at the BOS meetings, and everywhere he goes.
The Board had a chance to appoint Paul Schrader which would’ve been a hell of a lot better than McMahon. Hell even 70 year old Buschy would have been better than McMahon. A HoBo or dog on the street would’ve been better than McMahon.
Want to get rid of the corrupt shit in this county? A Yes vote for Schrader in 2014. We need someone that cares for the deputies and the public. Schrader does not owe any of the Deputy Chiefs and up anything. This would be a fresh breath of air. Also Schrader has no connection to DA Ramos.

#6, I debated writing this, because apparently what happened to my husband is a “petty grain of sand” and yesterdays news, but I am going to comment anyway, because stupidity needs to be called out and questioned. So, what Sheriff Hoops did in interfering in my husband’s case is not Federal material? There is a federal statute for “obstruction of justice”, but fine, for the sake of argument, it is not Federal. OK, then please, someone tell me what one is supposed to do when a crime is possibly committed, by an elected official, and no local agency will investigate because they are either involved or corrupt themselves? As citizens are we supposed to accept crime because some will not act and others think it is too small?? So if we allow some crimes to be acceptable that way then doesn’t that encourage more criminal behavior? I would argue, in my opinion, that Rod Hoops probably did not worry about what he did because he didn’t think he would get caught, and he knew if he did there would be no repercussions because both San Bernardino and Orange County have the same power players. So, what reason if there for McMahon not to do the same type of thing to his own men? The last guy got away with it. There is no reason for him not to try it. So while you wait for your “boulders” you are encouraging it’s creation by allowing all of those “grains of sand” to become that “boulder”.
