UPLAND – The city is on its way to hiring a finance manager to help keep track of city finances.
The City Council has given approval to start the recruitment process for a manager who will oversee day-to-day finance operations.
City Manager Stephen Dunn, the former finance director, has been responsible for many of those duties.
I just need somebody that can deal with the details,” Dunn said. “I don’t have the time to get into the details, so I just want somebody that does have the time and work really close with that person to make sure that we’re on track for our finances.”
Since Dunn was hired as city manager in 2011, the City Council did not proceed with filling the finance director or assistant finance director positions.

This “new” Finance Manager position will have the exact same duties as those of Robb Quincey’s girlfriend and former Upland Assistant Finance Director Ruby Carrillo before she resigned and left the City in disgrace. The major differnce is that Quincey was paying Carrillo over $125,000 per year plus very generous benefits!
Benefits like free travel and all expenses paid by the city of Upland. Whatcha gonna do when they come for you? BadRuby, BadRuby….

Pomierski and his boys ran the city like their own private country club. Dr. Quincey is going to need all the $$ he banked from city of gracious living. We can’t wait for the trial and the movie! The cast: Dr.Q, JP, Musser, Willis, Thomas and the charming Ms Ruby Carillo! “Mr Musser did you in fact approve Dr Quincey’s salary increases and benefits?” “Were you in fact aware and approved the 50k settlement?
#4 – of course the answer to both is yes!!!!! What everyone forgets, who was the finance director during this entire time? And now he is the City’s savior of a City Manager? What a joke.

The $10,000.00 question: Will the retired Police Chief Steve Adams be brought in to court?
Was Ms. Ruby also the Upland employee involved with the former MoVal CM Gutierrez, who DA Mikey allowed to retire instead of charging him with MISAPPROPRIATION of funds and MISUSE of government property and equipment?
Isn’t MoVal in Riverside county?
Yep, but the MoVal CM was accused of impropriety involving a City of Upland employee, hence the involvement of the Upland PD and SBCo. DA.
LSW – Was it the spineless Upland Police Chief Steve Adams (at order of City Manager Dr Quincey) that sent the Upland PD to MoVal?
Really, $125k is too mush for a Masters and CPA? She would make twice that in the private sector…
Think they went to MoVal because he used a MoVal City computer for the ex-party communications with a City of Upland employee. Figure that upon her complaint, the Police Chief must have given the order for his arrest, with the encouragement of both CM Dr. Q and the SBCo. DA (especially because MoVal is in RivCo.)
