San Bernardino County will sue the state Department of Finance in an effort to recover nearly $15 million it loaned to redevelopment agencies in Lake Arrowhead and Fontana, county spokesman David Wert said Tuesday.

It was one of three legal actions the Board of Supervisors announced it would be taking Tuesday following a closed session meeting with county counsel.

The county will also sue the Lake Arrowhead Community Services District in an effort to recover a 12 1/2-acre parcel of land it sold the district but was not used for its intended purpose.

Lastly, the county announced it will appeal a San Bernardino Superior Court judge’s refusal to throw out a lawsuit brought against the county in February 2012 by two citizens’ groups demanding that the county sue Rancho Cucamonga-based investor group Colonies Partners LP to recover $102 million the county awarded Colonies in a 2006 legal settlement that state and local prosecutors now say was tainted by bribery and extortion.

County spokesman David Wert said the county is trying to recover roughly $10 million it loaned the Cedar Glen Redevelopment Agency near Lake Arrowhead and $4.9 million it loaned the San Sevaine Redevelopment Agency in Fontana for infrastructure projects.

The loaned funds were to go to the various taxing agencies, similar to how property taxes are used to fund water districts, school districts and other agencies that provide essential services to local residents, following the dissolution of the state’s 400 redevelopment agencies in February 2012, Wert said.
