UPLAND – City Manager Stephen Dunn on Monday had a clear message for residents regarding the city’s dire financial situation.
“I’m just here to tell you this city will not file bankruptcy under my watch, plain and simple,” Dunn said, referring to a city memo that was obtained by the Daily Bulletin.
The memo, written by Dunn and discussed with the City Council during a closed session meeting, outlines the state of the city’s finances and strategies related to labor negotiations that will begin toward the end of the year, he said.
The memo reveals the city’s expenses were underprojected, resulting in $2.7 million less in reserves and the need for severe cuts to city services and employees.

You can count on one of the measures the City Manager is contemplating is the selling off of the water department’s assets and water rights. This one has been bandied about before, but cooler heads have prevailed. This time around? Good question. Sure it’s a very large chunk of change dumped into the city coffers at one time. Probably too large for the likes of the folks sitting there right now and those yet to come. One thing you can be sure of, whoever is on the Upland council, if and when the sell off happens, will blow through the cash like the proverbial drunken sailor on shore leave in some exotic port. Not unlike Ontario and the selling off of the airport. The money is long gone and they now realize it was a mistake. Eventually Upland will realize it’s mistake if they sell off their water rights and assets. Then guess what? They won’t have nearly enough money to buy them back. Ask Claremont. Another guess what? Upland residents will be paying at least 3 or 4 more times for their water than they are currently paying. And I figure that’s a conservative estimate. A fool and his money are soon parted. There are plenty of fools on the Upland council with more waiting in the wings for their shot at fiddling while Rome burns.
Dole, you are getting warm. Upland’s “Enterprise Funds” are most attractive to the City Manager and he will be the hero of the day. Count on the inexperienced Council Member Debbie Stone to follow the City Manager’s script while Rome burns. The real question becomes; Does Upland spend “Enterprise $” to fight the loser Colonies lawsuit?
@ 3 Regardless where the fools spend the new found coins they will go through the money like crap through a goose. The Colonies fiasco is as good a place as any. A nod is as good as a wink to a blind man. Apparently, Dunn is a blind man. The Upland council, lemmings.

Dunn is in over his head according to insiders who claim he will tap Enterprise Funds and the “lemming” council will pat him on the back for a job well done.

It’s my understanding Dunn has wanted/lusted after his current position for years. Be careful what you wish for comes to mind once again. The Upland council has been stealing from enterpri$e funds for many years. They treat it like an old rich uncle who isn’t quite there mentally. “He’ll never miss it. Let’s take more.” So, is he going to recommend selling it or just busting it out? Either way a stupid idea. In the end the citizens take it rather painfully…in their rear ends. Local politics mirroring the national playing field. It isn’t about us it’s about them and their real or imagined power trips. Who was that masked man? It wasn’t the Lone Ranger.
