LOS ANGELES – The city administrative officer here has recommended that Los Angeles and Ontario officials begin a dialogue on negotiations for the transfer of the troubled LA/Ontario International Airport to a recently formed airport authority.

But Miguel Santana, in his 100-page report that was released late Friday, suggested Los Angeles officials decline Ontario’s $250 million proposal to regain control of the facility.

Instead, Santana proposed the facilitating of talks to consider alternatives for the ownership and management of ONT between officials from Los Angeles World Airports, the owner and operator of the airport, and Ontario and San Bernardino County, who have members that make up the majority of the Ontario International Airport Authority board.

The negotiations would also determine a fair market value for ONT.

Santana has been conducting an analysis of the feasibility of transferring ONT to local control since March, when he was directed to do so by the Los Angeles City Council’s Trade, Commerce and Tourism Committee.

The council subcommittee will have a special meeting on Tuesday to discuss the report.

Ontario Councilman Alan Wapner praised Santana’s recommendations.
