Even after the explosive growth in Latino residents in the 2000s brought the Inland area to the cusp of becoming majority Hispanic, low voter registration means Latinos’ political influence in elections continues to lag far behind their population.

Well here’s one reason:
“One reason for the gap between population and registration is that many Latinos are either undocumented immigrants or noncitizen legal residents. Only citizens can vote. Nearly a third of Inland Latino adults are not citizens.”
