As Jurupa Valley blows the candle out on its first birthday cake, it’s hard not to think of Riverside County’s newest municipality as the “hard luck city.”

Just before its first day as a city – July 1, 2011 – state legislators removed millions of dollars in critical vehicle license fee revenue. Weeks later, Jurupa Valley was named in four lawsuits. As the city tries to beat back efforts by neighboring Riverside to erect high-voltage power lines in Jurupa Valley, another lawsuit appears possible.
