The California Fourth District Court of Appeal, Division Two, on Tuesday, upheld a superior court ruling dismissing a lawsuit brought by San Bernardino County against the San Bernardino County Public Attorneys Association (SBCPAA).
The underlying dispute, over the issue of Deputy District Attorneys representing Deputy Public Defenders in grievance and disciplinary proceedings, was pressed by Former County Counsel Ruth Stringer and Former Public Defender Doreen Boxer.
SBCPAA argued the county had not exhausted all administrative remedies before pursuing legal action.
The superior and appellate courts agreed.
The county further appealed the reduced award of approximately $55,000 in attorneys’ fees to the union.
Both, the dismissal of the lawsuit, and the fee award, was upheld.

The great legal minds, Stringer, Boxer and Ferguson, were wrong again, and again and again. Thank God they are all gone.
Now just think everyone if Rick Roelle and James
Ramos had been on the BO’S none of this would have happened?
Start a tally sheet on County Win vs. Losses involving Union and Union members vs. The County Minions….. There are others in the works, one of which is a Federal Lawsuit by a union member……
County 0 Union/Members 1
Oh come on:
Let’s also start a tally sheet of County Wins v. Losses involving The Colonies.
This opinion does not portray the county attorneys as particularly competent. In fact, it makes them appear to be using the appeal procedure as a desperate act to delay the inevitable.
I continue to wonder how county bureaucrats would act if any of their own money was at risk.
Cool your jets, the appellate court may not be so kind to your boss Burum.
There are several lessons to learn from this. One, oppressive management styles are largely responsible for this union’s existence.Almost all of the Uffer era managers have been fired including the “wonder Boy” himself. It took too long to get rid of Boxer, Ferguson and Stringer. Mike Ramos was helping his girlfriend Doreen oppress her employees so he could get laid. Boxer should be ashamed of herself for calling herself a defense attorney. SHe and Lauri were fascists and frankly, as attorneys they both sucked but as fascists they ruled their little kingdom. It was no 1000 year Reich. How pathetic, neither had any life beyond Admin. The County picked these losers so now the County should pay. God knows we have all suffered, most of us stil have PTSD.
County counsel are totally incompetent. No one would hire quacks like hardy or stringer. Hardy and the others should be fired, no doubt about it.
“This opinion does not portray the county attorneys as particularly competent”.
An understatement indeed.
I just visited The Sun and Daily Bulletin websites to read their story about this ruling, and to see how they would try to explain away the latest case of ineptitude exhibited by County bureaucrats.
However, there is no story to be found.
Instead, one of their “Top Stories” informed me that “Fontana firefighters rescue cat from storm drain.”
If there was any doubt that the local media coverage is slanted and biased, it has officially been removed.
The most incompetent award on County Counsel must go to Mark Breeze-thru-his-ears!
No surprise there. Frank pine is truly the most incompetent, biased scum there is. This pos should have been fired long ago. Yellow journalism at its best.

And the Appellate Court could be just as unkind to your boss, Mike Ramos.
Check the facts of this case; the Appellate Court upheld a demurrer ruling by the Superior Court that dismissed baseless charges filed by the county.
Sound familiar?
Unlikely, when was the demurrer filed? They didn’t sit on this as long as they have your boss Burum’s case. There is more to the colonies case and the accused will not find themselves so lucky.

Your comment suggests that you are one of those who have been brainwashed by the slanted Sun and Daily Bulletin articles and/or believe 100% of what Mike Ramos says. These folks are clearly confused about what we are waiting for.
I am not sure when the demurrer was filed, but the Superior Court sustained it, dismissing all the bribery charges against Jeff Burum. The county appealed that ruling, and we are awaiting the Appellate Court’s decision. The best the County can hope for is that they are back to where they were before the charges were dismissed, still having to prove their case. Some people act like Jeff Burum could be headed to prison based on the outcome of this ruling.
And, for the record, Jeff Burum is not nor has he ever been my “boss.” Can you make the same claim regarding your relationship with Mike Ramos?
It would be a victory for the county taxpayer just to get to the point that you down play. The truth of the matter is that to have the appellate court uphold the charges would re-invigorate the prosecution and raise many questions and doubts about the original judge.
