Former Upland City Manager Robb Qunicey has filed a legal claim against the city of Upland regarding his ouster earlier this year.
In the the claim, provided to InlandPolitics, Quincy alleges he was discharged by the Upland City Council for carrying out his lawful duties in violation of his employment contract.
Quincey cites various examples of his attempts to thwart perceived wrongdoing at City Hall.
The claim, usually precursor to a lawsuit, was filed by attorney Joseph Wohrle of Santa Monica-based law firm of Allen and Wohrle LLP.

Gotta love Robin “Robb” Quincey and his greed. Wait until the IRS gets through with him and who has last laugh.
Can some one, who knows some one, send some one, to where he lives now, and kick his sorry ass for all of Upland? Please? It would make alot of us feel better that he got some form of a punishment for what he is doing.
I hope the further outrage sparks some form of mob mentality to force him into hiding.

The claim is mainly fiction, wonder why his good friend (former chief) Adams no longer has his back? According to past stories in the paper Quincey was juggling several girlfriends while married. Guessing that’s why his wife filed for divorce. Loser!
I’ve seen some claims before, but this one is funny. RIGHT out of the gate the plaintiff’s resume is ITEM #1. WOW, it’s important to tell everyone in the city how educated you are before you get onto the issues at hand.

Second the need to file a claim in this much detail is a waste of time, but more of a publicity stunt at this late date.

If Q didn’t get involved in trying to bury the police report from his tawdry domestic dispute and “tramp-o-lean” incident the city wouldn’t have had any legal fees, as there wouldn’t have been a lawsuit regarding Sgt Moore being denied a promotion in the first place. If anyone thinks Q saved the City any $$, you are likely delusional!
If you think I’m some disgruntled ex city employee or something. No,I am just a taxpayer that is fed up with being bent over and taking it in the shorts by a bunch of corrupt city officials. I work in the private sector as an at will employee, which means that I actually have to perform to stay employed. I perform and my employer keeps me employed and pays me…..what a concept. This is an arrangement I am completely satisfied with, a fair deal for both of us, something our city leaders can’t seem to grasp.
Q can only be fired ‘for cause’, if he is convicted of a felony that involves the performance of his duties. If not, we have to pay him for a year. What sort of city leaders (Pomierski, Thomas, Musser, Willis…) would ever approve something as ludicrous as that? It is certainly NOT in the best interest of the taxpayers.
Robb Quincey maintains that enhancements to his contract as city manager were approved by Pomierski. His claim asserts he has been damaged by the city’s actions, which violated the state labor code.
The month after the city council placed Quincey on administrative leave, Pomierski resigned as mayor. The following week, on March 2, Pomierski was indicted and charged by federal prosecutors with extortion, bribery and conspiracy. He has pleaded not guilty and is set to go to trial next year.
The Sentinel has learned that the city is intends to deny Quincey’s claim and is seeking an attorney specializing in defending municipalities against wrongful termination lawsuits by former executive level employees. A major portion of the city’s defense, the Sentinel is informed, will hinge on information the city has already documented pertaining to Quincey’s relationship with former assistant finance director Ruby Carrillo, who was reportedly involved in providing and documenting the payments to Lackie, Dammeir & McGill. Carrillo is no longer employed by Upland.
