UPLAND – The city has offered two high-level employees a retirement deal in order to save money in the future.

Former Community Development Director Jeff Bloom has been offered an annuity in lieu of lifetime medical benefits and accrued sick leave payout, which is expected to save the city about $96,000.

An Upland Fire Department division chief is also being offered such an incentive to retire.

“The executive employee basically wanted something else for his tenure and the best we could do, we are trading him some benefits that he is entitled to in exchange for the retirement annuity,” said City Manager Stephen Dunn.
