As lawmakers head into the final two weeks of session, the California Taxpayers Association has issued a 20-page guide delineating taxes and fees under a new voter-approved law.
CalTax, which represents businesses, backed Proposition 26 last year. The initiative expanded the definition of taxes, such that the state Legislature and local governments would have to seek a supermajority vote to approve some charges they previously passed with a majority.
