State Sen. Bill Emmerson demands that California adopt a spending cap, revamp its pension system for state workers and ease some state regulations.

The Hemet Republican, however, also is one of only a handful of GOP lawmakers willing to consider placing tax-extension measures on the ballot as part of a budget deal. That makes Emmerson a favorite of union chief David Kieffer.

The city of San Bernardino hopes to save more than $2.5 million under an agreement with employees represented by the engineers union that will reduce their work hours to 36 per week and eliminate raises for the 2011-12 fiscal year.

The PE: RIVERSIDE: Most votes will be tallied Tuesday night

A count of most ballots in Riverside’s mail-only City Council election will be released shortly after 8 p.m. Tuesday, with remaining ballots to be counted Wednesday, officials said.

Council seats in wards 1, 3, 5 and 7 are up for election Tuesday.

SAN BERNARDINO – The agency in charge of redevelopment around the former Norton Air Force Base says an accounting mistake of several million dollars by the county won’t impair upcoming projects, even as it hammers out its new budget.

The Inland Valley Development Agency owes $6.5 million to the San Bernardino Valley Municipal Water District, according to county records.
