Information provided to InlandPolitics.com is raising some questions about just how much Upland city officials are being paid.

Upland, a city under intense scrutiny from federal investigators with the U.S. Department of Justice now faces questions over what the small upscale community of roughly 75,000 residents is paying its public officials.

Records received show the City Clerk, Stephanie Mendenhall, is paid an annual salary of $151,488, with a total compensation package of $231,230.

It should be noted that Mendenhall’s total compensation even exceeds that of the city finance director by $6,000 per year.

City Manager Robb Quincey, currently on paid administrative leave, receives an annual salary of $271,700, with a total compensation package of $450,625.

A package on par with San Bernardino County Chief Executive Gregory Devereaux, who oversees an operation employing 19,000.

Police Chief Steve Adams, who is also on paid leave, earns an annual salary of $183,399, with a total compensation package of $306,621 per year.

Upland’s had its financial ups and downs over the past twenty years.

Even today the city struggles to balance its budget.
