What do former Republican legislative leader Jim Brulte and former South African President and Nobel Peace Prize winner Nelson Mandela have in common – other than scoring huge ballot box wins in 1994?

They both made the text of a letter that anti-tax crusader Grover Norquist sent to GOP lawmakers on Thursday.

Norquist’s Americans for Tax Reform is warning legislators who signed the group’s anti-tax pledge that any vote to place tax extensions before the electorate would be considered a violation of that pledge.

Norquist wrote that Brulte “recently remarked that ‘the most important reform that California needs cannot be enacted by the voters. What really needs to be reformed the most is the mind-set of state policymakers. Until this mind-set changes, even the most radical reforms enacted by the voters will not restore the luster to our state.’ ”
