The state’s political watchdog is set to fine former San Bernardino County Sheriff Gary Penrod and former San Bernardino Mayor Judith Valles at it’s meeting Thursday.

Penrod will be fined $200.00 for accepting a gift consisting of a membership to the Arrowhead Country Club in 2005, which was over the gift limit of $360.00.

This is the second issue between Penrod and the FPPC. Last year, Penrod received a warning letter for failing to report his wife, Nancy Bohl’s income on his statement of economic interest. Bohl’s company, The Counseling Team International, received several contracts to provide services to the County of San Bernardino, to include the Sheriff’s Department.

As with this time, Penrod had already retired when the FPPC decision was handed down.


Valles will be fined $400.00 for accepting the same country club membership gift in 2004 and 2005.

Last year, San Bernardino city attorney Jim Penman was fined $5,000.00 for a similar violation.

Penman still holds elected office, while Penrod and Valles have since left office.
