What position has he been offered at the newly formed ACRTTC?  As far as ACR being a &quot;dumping ground&quot; please entertain the thought that there are many educated, talented, and hard working people in the office who because of their efforts keep the spotlight off of Mr. Walker (and he doesn&#039;t even have to make an appearance at the office...) The problem is that each of these people get large salaries in new positions and their superiors get nice increases to make sure that they make more than their new appointees. That is what happens when a mega department is created.
