Former County Administrative Officer Mark Uffer is the assigned instructor for a graduate degree public administration course at California State University San Bernardino.

The only problem? He didn’t materialize for the first two weeks of the Public Administration 664 – Management of Public Organizations course.
Appearing in his place was Gary McBride, a Deputy Administrative Officer for San Bernardino County.
The course description listed on the CSUSB website is as follows:
664. Management of Public Organizations
Issues in public management, including the role of the public executive, theories of public organizations, human behavior in public organizations, management of innovation and policy change, and information management. (4 units)
McBride appearing is *not* the only problem! The real problem is that those amateurs at CSUSB would hire Uffer in the first place. It says a great deal about how far the MPA program has fallen under Monty. Is Uffer really the best they could do?? Thank goodness there are other schools within a short drive!
Unbelievable! This man has self-proclaimed (in a 19 page $15 million lawsuit against the County) that he was ‘unable’ to provide effective leadership at the County because he was too intimidated by the elected officials to thwart fraud, mis-use of government funds, and political crony-ism; now, he is going to TEACH future leaders?????? PULEEEESE! What were they thinking? After-all he doesn’t a job…he taking down a year’s severance of tax payer dollars for doing nothing.

Muffer should teach a class in just how far up one’s ass you can insert a bug and still have reception. Hey Mikey, “Can you hear me now?”
Not to mention that Mark, and his Ufferites, taught all the “Best of the Best” in the management leadership program for the County! Whole lotta stupid being spread around.
