I was shocked when I read that Mr. Ramos said he started it in July 2008.  The program started while Mr. Stout was the DA.  I remember how I saw it working and it was good to see an elected leader in law enforcement who didn&#039;t just want to put people in jail.  He wanted to keep children in school and not on the street where they could get into trouble or be victimized. Our District received a lot of ADA as a result of his program. He assigned three deputies, one to each of the regions in the county.  Ramos didn&#039;t have anything to do with it.  All you have to do is ask anyone in the office who was here ten years ago.  They know Ramos is a liar. Stout wanted to have a multi pronged approach in Juvenile Justice. To go along with tougher enforcement he wanted a prevention emphasis and keeping kids in school was a way of doing it.
