He buys votes by doing favors for small neighborhoods and in return they give him undying loyalty. He lies and tells the people that the rest of the council are agaist them and only he can get them what they want. He also does whatever his campaign supporters want. Although he is an LDS he supported a bar owner who had numerous complaints because he gave Rex large contributions. He had to resign from the council in disgrace after a scheme he concocted to steer city vendors to advertise in his newspaper was revealed. The AG investigated and he agreed to resign in return for them agreeing not to file charges. After the statutue of limitations expired, he ran for election again. Rex only knows politics. He was fired by three seperate school districts becase he couldn't get his permanent credential when they would not sign off satisfactory performance. He has never been able to hold a real job. Rex is a political hack and preys on gullible residents. Maybe he can figure out how to do city business while he is picking up papers for Cal Trans.
